..."It is unsurprising therefore
that the EU and US negotiators
came to the clear view that the
potential for a negotiated
solution is exhausted. We
reluctantly have reached the
same conclusion.
In such circumstances, the role
of this Council should normally
be to help shape and lead the
new situation we face. But it
seems, including from Council
discussions in recent days, that
the position of one Council
member in particular will not
allow this to happen.
We regret this impasse in the
Council. But we cannot allow it
to prevent action to settle
Kosovo's status.
We are convinced of the need to
move forward towards a Kosovo
settlement, as agreed by the
European Council meeting last
week. This should be done in a
careful and coordinated way. The
UK view is that the most
responsible way forward is to
proceed on the basis of the
Comprehensive Proposal submitted
by the UN Special Envoy.
The European Council Conclusions
confirm that the EU is ready to
play "a leading role" in "implementing
a settlement defining Kosovo's
future status". NATO Ministers
in their meeting on 7 December
stated their readiness for the
Alliance to play its part in the
implementation of future
security arrangements.
Our objective is to enable
Kosovo to achieve a settled
future, which we recognise will
require considerable
international support and
involvement. It will also
include far-reaching provisions
on minority protection and
commitments to regional
co-operation.
Our actions will continue to be
fully in accordance with
international law including
resolution 1244. Resolution 1244
provides the legal framework to
reach a sustainable final status
in Kosovo and for the
international presences which
will be involved in that effort.
Indeed the resolution explicitly
foresees the transfer of
authority to institutions
established under a political
settlement.
We do not challenge the
importance of the principle of
territorial integrity but, as is
well-established, it can be
qualified by the exercise of the
right to self-determination"....
We look to the Government of Serbia to refrain from any action which might disrupt essential services or raise political tensions in any part of Kosovo or indeed in the wider region. In this context, we note with concern the Serbian Government's recent decision to open an office of Serbia's Ministry for Kosovo and Metohija in Mitrovica, an action which is in direct contravention of resolution 1244....
